342. Japan in the Orient, and Nationalist Spain in the West," the new Japanese Minister declared to General Franco, are the first solid barriers for the salvation of the world against the destructive forces of civilisation and humanity."
The China Incident.
AVIATION SECTION.
343. In South China Japanese naval aircraft continue to co-operate with land forces in the vicinity of Canton, and in addition, continuous attacks on important points on routes leading to Indo-China have been made.
344. În Central China both army and navy air forces co-operate with land forces in pushing on from Hankow.
345. In support of their action, raids on the Hankow-Canton Railway have been fairly continuous.
346. The army air force in North China has undertaken long-distance raids into Suiyuan, Kansu and Ningsia, where the routes from Russia and the head- quarters of military and civil administration have been attacked almost daily.
Losses.
347. The Japanese navy issued a communiqué on the 9th November. detailing results of air actions from the commencement of the incident up to the end of October. These can be summarised as follows:-

new air defence corps (Keibodan), will thus number some 6.200,000 persons, and as such will be under the control of the commanders-in-chief of the air defence regional areas.
The Dai Nippon Aviation Company.
355. The above-named company has been formed by the amalgamation of the Japan Air Transport Company and the International Aviation Company.
356. This new enterprise is largely subsidised by the Government, and is to monopolise long-distance air services in Japan, connecting China and Manchuria, and later with the South Seas.
Italian Flight.
357. The goodwill flight by an Italian aircraft to Tokyo left Rome on the 9th November, but came to grief in Syria, where the aircraft forced-landed.
358. The Italian Air Attaché mentioned the difficulties he had encountered in arranging the Japanese section of this flight, which leads one to suspect that neither country trusts the other, in spite of the much advertised "friendship."
Training of Technical Personnel.
359. Although at the present moment there appears to be no acute shortage of technical personnel, a long range programme to make up deficiencies likely to occur in the future due to the expansion of industry, is being put into operation. 360. An Imperial Ordinance has been referred to the National General Mobilisation Commission dealing with the placing of technical apprentices at :—
(a) Schools and institutes,
(b) Factories and workshops,
and the improvement of industrial enterprises.

348. No figures giving army air losses have been published since the com- mencement of the incident.
Royal Air Force Language Officer.
349. Flight Lieutenant T. A. B. Parselle has proceeded on detached duty to Hankow, where he will act as liaison officer between His Britannic Majesty's Consul-General, Hankow, and the Japanese naval and military forces.
Air Raid Precautionary Exercises.
350. Further exercises to practise the inhabitants of the eastern and north- eastern part of Japan in air raid precautions were held on the two days 26th-27th November, 1938.
351. The aim of the practices can be summarised as follows:-
(a) Transmission of warnings.
(b) Light control.
(c) Fire fighting.
(d) Traffic and pedestrian control.
352. The authorities state that they are satisfied with the progress of the arrangements, and the standard of control, with the exception of traffic and pedestrian control, which requires further consideration.
353. It must be agreed that the people co-operated most cheerfully and intelligently with the authorities, and the black-out" of the metropolis was most effective.
Air Defence Corps.
354. Volunteer fire brigades and independent defence associations, despite vigorous annosition, are being merged into a single air defence organisation. The
